Gathered intelligence from agencies regarding available programs and more general information. Pursued American Recovery and Reinvestment Act (ARRA) funding for same & other shovel-ready projects-only discussed ARRA funding with Congress. Followed White House Directive regarding discussing specific project with federal departments & agencies.
Howells Government Relations (HGR) limited all discussions with federal departments and agencies to general discussion regarding ARRA funding. Any project-specific communications were drafted by Howells Government Relations (HGR) but sent directly from client (Rancho California Water District or RCWD) to department or agency officials and staff. This was done to comply with the April 2009 White House Directive regarding stimulus funding discussions and registered lobbyists, which explicitly prohibited any discussions between federal department or agency officials and staff and lobbyists regarding project specifics. Any communications between HGR and Administration officials and staff were done in writing as directed.
