Implementation of section 1603 of HR 1, the American Recovery and Reinvestment Act, which established a temporary grant program in lieu of the investment tax credit for renewable energy project development. Home Energy Retrofit Finance Act (S. 1246) as an amendment to the American Clean Energy and Security Act of 2009 (ACES HR 2454). This program would support residential sector energy efficiency and renewable energy, and seek to leverage private investment in the home retrofit
market. The program would support local government efforts (such as clean energy district financing), utility efforts (such as on-bill financing), and other residential sector finance mechanisms.

Legislation to establish a national renewable electricity standard. Specific bills lobbied include HR 2454, American Clean Energy and Security Act of 2009 Title I, Subtitle A; S. 826, American Renewable Energy Act of 2009, Section 2 and Subtitle C of the American Clean Energy Leadership Act of 2009. Electricity transmission legislation , including provisions dealing with the cost allocation, siting and interconnection-wide planning.
Specific bills lobbied include HR 2454, Subtitle F, Title III of the American Clean Energy Leadership Act of 2009; Title I of S 774 and HR 2211. Resolving potential conflicts between wind farms and federally owned radars, including radars of interest to DOD, FAA, DHS and NOAA. Establishing cooperation between NOAA and private companies involved in wind forecasting through lobbying Subcommittee on Energy and Environment of the House Committee on Science and Technology. Implementation of the DOE Title XVII guarantee programs, including Section 1703 program for innovative technologies and the Section 1705 program for both innovative and commercial renewable energy technologies. Uniform National Standards for interconnection of Certain Small Power Production Facilities. This provision would direct FECR to standardize the process for interconnecting small renewable generators to the electricity grid and to provide their owners standardization, nationwide net metering.

Specific legislation lobbied included a discussion draft on the Federal lands and Resources Energy Development Act and the public lands/renewable energy text of the American Clean Energy Leadership Act of 2009. Other issues lobbied include the draft Forest Service Directives/RIN0596-AC61 related to siting wind projects in Forest
Service lands, the final rule issued by the Minerals Management Service related to the siting of offshore renewable energy projects, and Bureau of Land Management's implementation of its Wind Energy Development Policy.
