Work Study student employees in the employee count threshold for institutions to be
eligible for the Paycheck Protection Program, SBA-2020-0024; support for unemployment
insurance relief for self-insured colleges and universities; and support for limited
liability protections for institutions of higher education related to the COVID-19
pandemic.

Enhancement Act of 2019 (SECURE Act) and S. 1667, the Tax Relief for Student Success
Act that would provide a kiddy tax scholarship fix to the Tax Cuts and Jobs Act of
2017; concerns with implementation of new unrelated business income tax provisions
in Public Law No. 115-97, the Tax Cuts and Jobs Act, and support for a repeal of the
provisions or a delay in the implementation of the provisions; support for HR 748/S.
684, the Middle Class Health Benefits Tax Repeal Act of 2019, that would repeal the
impending 40% tax on employer-provided health care; support for the American Opportunity
Student Tax Relief Act that would make important temporary and permanent changes to
the American Opportunity Tax Credit and Lifetime Learning Credit; and support for
various tax provisions to be included in the upcoming COVID-19 Phase 4 response legislation,
including expanded paid sick and FMLA tax credits and employee retention tax credits
for public institutions, suspending taxability of scholarship and grant aid provided
under the CARES Act, creating temporary enhanced institutional debt services for the
pandemic response, temporarily enhancing current higher education tax credits, and
suspending private nonprofit institutional Investment Income Excise taxes.
